User stories

A user story can be defined as the citizen’s “journey” through the system that evolves in a Life Event and the citizen’s perception of what they encounter during their journey. ​Citizens will come across various systems and interact with different authorities on each their journey. In a user story, it is also important to consider the role of relevant stakeholders in the activity.​ These stakeholders offer a different perspective on the systemic encounters in each user story and can contribute to a broader understanding of the user’s experiences within a larger context.
For each life event there will be six user stories. A user story consists of one interview with the identified user and approximately three interviews with stakeholders which amounts to approximately four interviews per user story. Below is an overview of the user stories that have been identified and described:

Case 1: Working in Sweden while living in Denmark
Case 1: Starting a business in the Faroe Islands while living in Iceland
Case 2: Moving to Finland for work as an Estonian citizen
Case 2: Working in Sweden while living in Finland
Case 2: Starting a business in Finland while living in Estonia
Case 3: Moving to Iceland for work as a Norwegian citizen
Case 3: Working in both Latvia and Estonia
Case 3: Starting a business in both Sweden and Denmark
Case 4: Moving to Sweden for work as a Norwegian Citizen and moved back to Norway
Case 4: Working in Norway while living in Sweden, with both Norwegian and Swedish citizenship
Case 4: Starting a business in Finland while living in Sweden
Case 5: Moving to Estonia for work as a Finnish citizen
Case 5: Working in Denmark while living in Norway
Case 5: Starting a business in Iceland while in Norway
Case 6: Moving to Finland for work as an Estonian citizen and moved back to Estonia
Case 6: Working in Lithuania while maintaining partial residency in Latvia
Case 6: Starting a business in Denmark while living in Estonia
In appendices 4, 5, and 6, all user stories will be detailed. There will also be visualizations of the citizens' journey maps and an analysis of stakeholders' perspectives on the citizens' journey through the system. The following chapter will combine all user stories and analyze challenges and best practices to identify systemic issues and barriers, considering both user and other stakeholder perspectives.
