This publication was funded by the Nordic Council of Ministers. Nordic Energy Research, which operates the Secretariat of the Nordic Electricity Markets Group (EMG), a working group under the Nordic Council of Ministers, coordinated this report. Andrea Stengel at Nordic Energy Research was the coordinator of the project.

A consortium with Oslo Economics in the lead was commissioned to perform this study by Nordic Energy Research on behalf of the Nordic Electricity Market Group. The other partners were Sweco, Gaia and Response Analyse.
