Nordic Energy Research commissioned Vista Analyse to conduct an analysis of how the Council of the EU’s Regulation on an emergency intervention to address high energy prices in Europe has been implemented in the Nordic countries and its impacts on the Nordic power market. The assignment was carried out from January to May 2023. The emergency measures were still being discussed and implemented at the outset of the assignment.

Vista Analyse is a social science consultancy whose main emphasis is economic research and policy analysis, advice and evaluation. We carry out projects to the highest professional standards, with independence and integrity. Our key thematic areas include climate change, energy, transport, urban planning and welfare issues.

Nordic Energy Research is an institution under the Nordic Council of Ministers which manages and finances international research programs and projects that add value to national work in the Nordic countries. In addition, we perform certain secretariat and analytical functions in the energy policy cooperation under the Nordic Council of Ministers.
