This publication was funded by the Nordic Council of Ministers. Nordic Energy Research, which operates the Secretariat of the Nordsyn, a working group under the Nordic Council of Ministers, coordinated this report. Maj Dang Trong at Nordic Energy Research was the coordinator of the project.

The study was supervised and guided by representatives from Nordsyn, including Kirsti Hind Fagerlund and Terje Sagen Adsen from The Norwegian Water Resources and Energy Directorate (NVE), Carlos Lopes from the Swedish Energy Agency, and Thore Stenfeldt from the Danish Energy Agency.
